Local government in the UK is facing significant pressure to change.
For some councils, this is being driven by Local Government Reorganization (LGR). For others, it’s an ongoing need to reshape services, redesign operating models, manage cost pressures, improve workforce planning, address skills gaps, and prepare for new ways of working – all with the same goal: improving public services while remaining financially sustainable.
Whatever the driver, many councils face the same underlying challenge: they need a clearer view of their people, roles, structures, reporting lines, capability, cost and operating model alignment before they can make confident workforce decisions.
This webinar explores how councils can reduce workforce risk and build readiness through complex change.
You’ll hear from Paul Robinson, who will share first-hand experience of leading key workstreams through the Cumbria LGR programme and how he supported the creation of the new Westmorland and Furness Council. Paul will provide crucial insight on the workforce challenges councils need to address before, during, and after the important Vesting Day.
The session also includes a practical walkthrough from Ritika Sonam, Senior Solution Consultant at Orgvue, showing how greater workforce visibility can support local government transformation.
This includes examples of bringing workforce data together, improving data quality, aligning grades and salaries, fixing broken hierarchies, supporting reporting and identifying organization design opportunities that can help manage cost and improve outcomes.
Speakers

Paul Robinson, LGR SRO & Director of Enabler Services
Paul was Senior Responsible Officer for major elements of the Cumbria Local Government Reorganization (LGR) program and was appointed as Director of Enabler Services at Westmorland and Furness Council, leading one of the two new unitary councils created through LGR. During the program, he played a pivotal role in the HR, ICT and centralized data hub workstreams, leading the safe, secure and legally compliant TUPE transition from seven legacy workforce environments into two fully operational councils. Working with Orgvue, he helped create a single view of the workforce and structures. His experience offers a rare, first-hand perspective on delivering complex local government transformation.

Mike Smith, Public Sector Director
Mike leads engagement with UK public sector organizations, helping them understand how Orgvue can support their workforce transformation and organizational change needs. He works with senior leaders to explore how building internal capabilities in organizational insight, org design, workforce planning, transition planning, and benefits tracking can align their workforce with strategic goals. Mike currently supports multiple public sector organizations with better understanding their establishments and the work done. This includes tackling challenges such as organizational restructuring, spending control, improving service outcomes, optimizing talent and workforce skills, and managing complex changes like mergers and the creation of new entities.
